مجلة الأحكام هي القانون المدني للدولة العثمانية وهي مأخوذة من فقه السادة الحنفية وقد وضعها جماعة من العلماء كان يرأسهم العالم الكبير وزير العدلية آنذاك أحمد جودت باشا، وكانت هذه المجلة أعظم آثار الدولة العثمانية، وقد قام بشرحها الرئيس الأول لمحكمة التمييز وأمين الفتيا ووزير العدلية في الدولة العثمانية ومدرس مجلة الأحكام بمدرسة الحقوق بالآستانة علي حيدر حيث وضع شرحا عظيما لمواد هذه المجلة مبينا أدلتها الشرعية وقواعدها الأصولية المأخوذة منها، وقام بتعريب هذا الشرح المحامي فهمي الحسيني، وفيها المعاملات والجنايات وغيرها
