ولد شوقي محمد أبو خليل في بيسان عام 1941. أكمل دراسته الجامعية في كلية الآداب قسم التاريخ في جامعة دمشق عام 1965، ثم ذهب إلى أذربيجان ليحصل هناك على دكتوراة في التاريخ من أكاديمية العلوم. بعد عودته عمل مدرساً لمادة التاريخ في ثانويات مختلفة في المحافظات السورية، ثم تدرج في المناصب الإدارية: عمل أستاذاً لمادة الحضارة الإسلاميّـة والاستشراق بكلّـيّـة الدّعوة الإسلامية (فرع دمشق) في مجمع الشيخ أحمد كفتارو ما بين (1986-1988م) ومحاضراً في كلّـيّـة الشّـريعة بجامعة دمشق سنوات(1988-1997م) ونصّب أميناً عاماً لجامعة العلوم الإسلامية والعربيّـة- دمشق (1992-1997م) ومـديراً للتحرير في دار الفكر منذ عام 1991م وحتى تاريخ وفاتهـ وهي الدار التي أصدر منها معظم كتبه الأخيرة. وهو أيضاً رئيس شعبة التّـاريخ والحضارة في معهد جمعيّـة الفتح الإسلامي، وأستاذ التّـاريخ فيه منذ عام 2000م. درس مادة التاريخ في كلية الدعوة الإسلامية وفي كلية الشريعة في جامعة دمشق، عمل مديراً للتحرير في دار الفكر في دمشق
